Instructions/definitions of Pre-Application Selection Preference
A description of each preferences are listed below. Your actual eligibility for each preference will
be considered and verified when you reach the top of a list and are asked to complete the full
application.

page of
the pre-application that best describes your situation:
Agricultural employment: Working in agriculture or works in agriculture 51% or more during
a 12 month period. Disabled from agricultural work; retired from agricultural work. Retirement
labor of deceased spouse may qualify remaining family members. (Emerald Homes only).
Rent 50% or more of income: Paying more than 50% of my monthly income towards rent
utilities. (Strainhurst only)
Living in Substandard Housing: Living in a housing which does not provide safe or adequate
shelter, Examples would be no indoor plumbing, no toilet, bathtub or shower for exclusive us of
the family; inadequate or unsafe electrical services; inadequate or unsafe source of heat; no
kitchen; or extremely over crowded conditions. (Strainhurst only)
Involuntarily Displaced: Vacated, or will vacate your present home as a result of a disaster, such
as a fire, flood, government activity or by action of the owner. One or more members of the family
are a victim of domestic violence or hate crimes. Are unable to use critical elements of your home
due to any family member’s mobility or other impairment. (Strainhurst only)
Victim of Homelessness: Families living in a public or private shelter; living on the street, or in an
automobile, or who are participant in a transitional housing program. It may also mean families
who lack a fixed, regular, or adequate nighttime residence. (Section 8 only)
Victim of Domestic Violence: Victims of a recent incident of domestic violence; victims of hate
crimes. (Section 8 only)
Victims of Natural Disaster: Involuntary relocation due to recent flood, fire, or other catastrophic
natural event. (Section 8 only)
Currently employed: Head of household is currently employed (Section 8 Only)
Disabled or Elderly Head of household or spouse is elderly or disabled. Elderly is defined as
over the age of 62. A disability is defined as a physical or mental impairment of long and
indefinite duration. (Section 8 only)
Student: Head of household is currently enrolled in an institution of education and working
towards self-sufficiency. (Section 8 only)
Job Training Program: Head of household is currently enrolled in a Job training or upward
mobility program. (Section 8 Only)
