INSTRUCTIONS/ ACKNOWLEDGMENTS
Initial your understanding of the following provisions on the appropriate lines:
1. Appropriate timing coordination and approval are required on all fundraising requests. Proper coordination
procedures are listed on page 2; follow each to ensure the proper agencies have reviewed your request. ______
2. All fundraising activities must be coordinated through 55 FSS and 55 WG/JA. Generally, fundraising is
governed by DoD 5500.7-R, AFI 34-223, and AFI 36-3101. The requestor has read, reviewed, and understands the
requirements and limitations of JER 3-209, 3-210, AFI 34-223, and AFI 36-3101 ______
3. Private Organizations MUST NOT do anything that implies Federal endorsement of a fundraising event and
members MAY NOT actively participate in fundraising while on duty, in uniform, or while at the workplace.
All DoD members who participate in this event must do so with the clear understanding that they may only do so in
their capacity personal, unofficial capacity. Civilian employees, like military members, are subject to the
requirements of AFI 36-3101 and the Joint Ethics Regulation (JER). ______
4. Volunteers participating in the fundraiser must NOT be in uniform. The PO representatives coordinating the
fundraiser will ensure those participating in the fundraiser are trained and aware of the no uniform requirement. POs
seen with volunteers fundraising in uniform may be ordered to immediately stop all fundraising activities and may
not be allowed to fundraise on base in the future. AFI 36-3101 and the Joint Ethics Regulation (JER). ___
5. All written materials supporting the fundraiser (i.e., poster at the event or solicitation letters) must be submitted with
the fundraiser request. Official DoD or unit seals, rank, title, duty email, and duty phone number may not be used.
Advertisement of the event may not appear to be an official Air Force or Offutt AFB endorsement of the event. POs
must prominently display the following disclaimer on all print and electronic media mentioning the PO’s name
confirming that the PO is not part of the DoD: “THIS IS A PRIVATE ORGANIZATION. IT IS NOT A PART OF
THE DEPARTMENT OF DEFENSE OR ANY OF ITS COMPONENTS AND IT HAS NO GOVERNMENTAL
STATUS.” AFI 34-223, para. 10.1.2.3, JER 3-209, 210. ______
6. POs conducting a fundraiser must furnish their own equipment, supplies, and other materials. AFI 34-223, para. 11.
______
7. Fundraisers are to be conducted AWAY the workplace. The installation commander determines which areas of
the installation are and are not workplaces. The requirement that fundraising not occur at the workplace is not
affected by the military status of those engaged in the fundraiser. See page 3 for a specific list of places designated
as outside the workplace. ______
8. A fundraiser may not consist of frequent/continuous resale activities or compete with AAFES, Services, or
NAFI activities. However, occasional sales are permitted. Occasional is defined as not more than two (2) per
calendar quarter. This fundraiser can be authorized if it complies with this definition. ______
9. POs and unofficial activities/organizations may not sell or serve alcoholic beverages. AFI 34-223, para. 10.10.
______
10. Door-to-door solicitation is largely prohibited in military housing areas. This prohibition exists to protect the
security of the installation, avoid high-pressure sales techniques and allow military personnel and their families a
peaceful living environment free from unwanted intrusion. As such, access to military housing for door-to-door
solicitation is and will be highly restricted. ______
11. Government email may NOT be used in furtherance of this fundraiser. (IAW DoD 5500.7-R and AFI 33-119).
