Canon 1066 states, “Before a marriage takes place, it must be established that nothing stands in the way of its valid and
lawful celebration.” In those rare instances where it is impossible to obtain the above testimony of freedom (e.g., due to
the couple’s advanced age), if the person preparing the couple for marriage is morally certain of the parties’ freedom to
marry, they may make a written and signed statement in the place of the form C stating their moral certitude and the
basis of their belief. Such a statement must be included in the couples’ marriage file kept by the parish. When a
dispensation or permission is necessary, the signed statement must be sent to the Chancery with the other appropriate
