As a Seminole State College of Florida student you will be required to pay tuition and fees for each credit hour of enroll-
ment. In order to qualify the Florida resident tuition rate, you must be a Florida resident as defined by Section 1009.21 of
the Florida Statutes and provide clear and convincing documentation of your Florida resident status. All requests for
reclassification must be submitted and approved prior to the first day of class for the term in which the student
is seeking reclassification.
You are eligible for reclassification to Florida residency if you meet the following criteria:
• Are a U.S. citizen or a permanent **Foreign National or a legal **Foreign National authorized by the United States
Citizenship and Immigration Services (USCIS), who has maintained legal residence in Florida for at least 12 months.
AND
• Have previously paid out of state tuition or have been initially classified as an out of state student, but have since
become legal resident of Florida as defined by Section 1009.21, F.S.
AND
• Are able to provide a minimum of three forms of evidence (see page 3). You must prove that you (or your
parent or legal guardian) meets the legal requirements to qualify as a Florida resident for tuition purposes.
To reclassify for Florida residency for tuition purposes you must submit this affidavit and provide clear and convincing
documentation that supports permanent legal residency in the state of Florida for at least 12 consecutive months before
the first day of the term you are planning to attend. If you do not provide documentation proving Florida residency
or fully complete this form, you will be considered a “non-Florida resident” and billed as such.
The burden to providing clear and convincing documentation that justifies the institutions’s classification of a
student as a resident for tuition purposes rests with the student, or if the student is a dependent, his or her
parent. For documentation to be clear and convincing, it must be credible, trustworthy, and sufficient to persuade the
institution that the student or, if that student is a dependent, his or her parent has established legal residency in Florida that
is not solely for the purpose of pursuing an education and has relinquished residency in any other state for at least twelve
months prior to classification.
Please note: living in or attending school in Florida will not, in itself, establish residency. A student who depends
upon out-of-state parents for support is presumed to be a legal resident of the same state as their parents
(Florida Statute: FS 1009.21).
To prove your Florida residency status, please complete this form and deliver or mail it, with copies of your required
documentation, to Seminole State College of Florida Registrar’s Office, Bldg A-103, located at 100 Weldon Blvd., Sanford,
FL 32773, or take it to any Seminole State College campus.
**According to the U.S. Department of Homeland Security a Foreign National is defined simply as, "An individual who is a citizen of
any country other than the United States. It is further explained from the perspective of the United States, a foreign national is,
"A person who was born outside the jurisdiction of the United States, is a citizen of a foreign country, and has not become a naturalized
U.S. citizen under U.S. law. This includes Legal Permanent Residents (also known as Permanent Resident Aliens). This definition
presumably also applies to anyone who has successfully renounced his or her U.S. citizenship.
