SUBJECT: CANCELLATION OF SCHEDULED SYMPOSIUM -- AUGUST 13, 2003
DISCUSSION DRAFT OF PROPOSED CHANGES TO CALIFORNIA
CODE OF REGULATIONS, TITLE 18, SECTION 17952
On May 5, 2003, the Franchise Tax Board published FTB Notice 2003-4. Pursuant to
that Notice, a symposium was tentatively scheduled for August 13, 2003, to discuss the
discussion draft amendments to California Code of Regulations, title 18, section 17952.
The proposed amendments would add provisions designed to address the timing of
sourcing of gains on the sale or transfer of intangible personal property.
Under the express terms of FTB Notice 2003-4, if no public interest was voiced and no
written comments were received by July 8, 2003, the symposium would be cancelled.
Notice 2003-4 only generated one comment and that commentator has agreed that a
symposium is not necessary for only its concerns. It has agreed to continue
discussions with staff and present comments during the formal regulatory process, if
necessary. Because no other public interest has been voiced, nor have any other
written comments been received, the symposium has been cancelled.
