INDIVIDUAL
INCOME TAX RETURN
2002
MESSAGE FROM THE SECRETARY OF THE TREASURY
Dear Taxpayer:
At the Department of the Treasury we keep firm our goal to provide you quality services in a
timely manner in order to contribute to the economic and social development of Puerto Rico.
During the past year we evaluated our administrative procedures and developed a high
technology system that allows all taxpayers to comply with their income tax responsibility in a
secure and fast manner.
This year for the first time, through our site on the Internet, taxpayers will be able to file their
income tax returns and pay the balance of tax due from the comfort of their homes. We have
also restructured our systems to detect mistakes, guarantee income tax fairness and the
fiscal stability that we all desire. Today, we are in a better position to detect income tax evasion
and fraud, social ills that attempt, not only against responsible taxpayers, but also against the
complete economic and social development of our country.
In addition, during the past year several laws that provide income tax benefits were enacted.
Among them, the act that exempts from the payment of income tax, through a credit
mechanism, those wage earners whose adjusted gross income does not exceed ten thousand
(10,000) dollars stands out. This act provides justice to around 100,000 Puerto Rican families
whose annual adjusted gross income is less than ten thousand dollars. This credit will apply
only if certain requirements are met, therefore, it is very important to carefully read the information
provided in this booklet. For additional information or to clarify any doubt, please call (787) 721-
2020, extension 3611 or toll free at 1-800-981-9236. Also, you can access our site on the
Internet at
As you can see, at Treasury we encourage innovation, planning and focus on positive results
in order to provide you a continuous improvement of our services. We are accomplishing our
goals. You can count on us and we ... Count on you!
