INFORMATION FOR APPLICANT
If the county assessor approves your application—your business firm is precertified for an enterprise zone exemption. To receive
your exemption (based on the construction completion/equipment installation dates reported on your precertification) you must:
Complete the required minimum hiring no later than April 1, ____________.*
Occupy or use the qualified property no later than April 1, ____________.*
File an exemption application with the county assessor after January 1, but no later than April 1, ___________.* (File applications for
primary or secondary industrial property either with the county assessor or with the Oregon Department of Revenue.)
If your investment involves work on a building or structure, apply to the county assessor for “Cancellation of Assessment on
Commercial Facilities under Construction” (CIP), before April 1. Apply for each of the first two years that your property is under
construction on January 1, and has not been in use or occupancy on or before January 1. (ORS 307.330 and
For a new, different investment, submit a new application for precertification, before beginning construction/installation. Your present
precertification may be amended for changes in plans by written request to the local zone manager before current work is completed.
If the county assessor denies your application—you may appeal the decision under ORS 305.404 and 305.560. If you disagree with
the county assessor’s decision, send your appeal to: Oregon Tax Court, Magistrate Division, Supreme Court Building, 3rd Floor, 1241
State St NE, Salem OR 97310. You must also provide copies of your appeal to the enterprise zone manager, the county assessor, the
Oregon Department of Revenue and the Oregon Economic and Community Development Department.
