POSITION DESCRIPTION

DIRECTOR OF WORKFORCE DEVELOPMENT

General Definition

Under the general supervision of the Workforce Development Board and its Chair

performs complex professional and administrative work in directing all activities

of the Western Virginia Workforce Development Board (WDB) by maintaining

relationships with representatives of the Chief Local Elected Officials (CLEO)

Consortium, implementing WDB activities and overseeing the daily operations of

administration, staff and programs. The Director’s primarily responsibility is to

provide overall leadership in developing and strengthening the regional workforce

development system through outreach, awareness and engagement.

The

Director also coordinates the efforts of various stakeholders and providers to

develop and maintain a knowledge based workforce to meet the needs and

opportunities of a 21

century innovation economy.

Typical Work Tasks

I. Strategic Leadership and Business Outreach/Engagement

a) Develop annual action plans that serve to advance and implement the

goals and strategies of the WDB’s multi-year Strategic Business Plan.

Make updates to Strategic Plan as may be necessary;

b) Actively engage with the business community in identifying and

understanding their workforce needs. Increase both their awareness of

the available resources that exist to meet those needs and also identify

strategies to address unmet needs;

c) Promote awareness and usage of employer-driven training assistance

efforts such as On-the-Job Training, Apprenticeships, and the Existing

Worker Training Program;

d) In partnership with workforce and education partners and based on

business and economic development input, create industry sector career

pathway strategies that build a pipeline of qualified workers in those

targeted clusters.
