APPLICATION & INSTRUCTIONS FOR
EMPLOYMENT COUNSELOR
An Employment Counselor means any placement manager, placement director, counselor, interviewer, or any
other person employed by an employment agency, employment counseling service, or employer paid personnel
service who interviews, counsels, or advises job-seekers or receiving the services of the employment agency,
employment counselling service, or employer-paid personnel service. The term “Employment Counselor” shall
not include employees of an employment agency, employment counseling service or an employer-paid
personnel service who are primarily engaged in interviewing, counseling, or advising employers, or in research,
management, or clerical operations.
Please read and follow these instructions carefully. A correctly completed application will expedite the
issuance of your business license.
Applicant must submit a completed application package at least seventy-two (72) hours prior to exam date.
Application/Processing Requirements:
1.
A completed Miscellaneous Application for D.C. License (BRA-4) is required. (attached)
2.
Applicant must pass a standardized examination.
3.
The annual fee is five hundred dollars ($500.00).
4.
Employer must maintain a current Employment Counseling Service License.
5.
A Certified Resident Agent Appointment Form is required for all applicants who are non-residents of the
District of Columbia. (attached)
6.
A Clean Hands Certificate must be submitted along with application for licensure. (attached)
7.
A Certificate of tax registration is required from the Office of Tax and Revenue. For additional information,
