TITLE: Request for proposal for Polling and Outreach Consultant
I.
General Information about City of Pacific Grove
Pacific Grove, population of 15,545, shares borders with the Monterey Bay, the
City of Monterey, the Pacific Ocean, and the Del Monte Forest. Pacific Grove is
approximately 2.86 square miles and 55.2 miles in streets length.

The City of Pacific Grove (hereinafter “City”) is considering placing a general tax
measure (such as an admissions tax) on the June, 2016 ballot. The City hereby
requests proposals for a Polling and Outreach Consultant (hereinafter “Project”).
This Request for Proposal (RFP) describes the general rules for preparing and
submitting proposals and the City’s requirements for Polling and Outreach
services.
II.
Description and Scope of Services Needed
The City seeks submittals for polling and/or public outreach services pertaining to
potential general tax ballot measures. The City desires to better understand
citizen opinion, assess the likelihood of success of different approaches, and
ensure voters are accurately informed and understand the outcome of their vote
associated with a general tax measure(s).
Recognizing that firms may specialize in either professional polling or public
outreach and communication services, firms may submit a proposal in response to
one or both services.
Project Timing
The timing of the polling and public outreach is constrained. If the measure is to
be placed on the June, 2016 ballot, the last day to submit a resolution to the
registrar calling for an election measure for the June 2016 ballot is March 11,
2016.
The City seeks to complete the polling effort by January 15, 2016
including the report, and bring a resolution to the City Council at the February 3,
2016 City Council meeting. Public outreach will continue through approximately
June 1, 2016, one week prior to the June 7, 2016 election.
Scope of Services
Project tasks include, but are not limited to:
 Create a survey and undertake statistically valid online survey and/or
telephone poll to determine community interests related to the general tax
measure(s) (including content and data analysis for an online survey). The
City shall obtain current registered voter data from the County Elections
