Department. The sample size should yield a 95% confidence level and a

+/- 5% accuracy level.

 Develop appropriate information and education materials including ballot

measure language and provide advice on distribution methods.

 Give advice on additional recommended steps in the process.

 Conduct work in compliance with all applicable laws and clearly advise

City staff on the legal usage of City resources.

 Coordinate with additional consultants as necessary.

 Attend a minimum of three Community or Committee meetings and two

Council meetings to present and receive direction on the proposed

approach and to present the results. If responding to only one part of this

RFP, the meetings are specified as follows:

o Polling Group – 3 meetings

o Public Outreach – 5 Meetings

III. Requirements

Minimum Qualifications

To be considered for selection, vendors must demonstrate knowledge and experience

in the following areas:

 Expert knowledge in CA local government

 Ability to perform work in a timely and efficient manner

The firm should also specialize in one or both of the following:

 Professional surveying and polling

 Local government public outreach including conducting public meetings,

developing key messages, writing ballot text, creating and designing

informational material such as brochures, mailers, and web content and the

strategic use of different media outreach and cutting edge technology as

methods of distributing the informational material.

Proposal Content and Submittal Instructions

Submittals must be received no later than 5:00 PM on Friday, September 11, 2015

and must include the following information:

Firm profile and qualifications including specific experience passing

general tax measures in California including number of government

agencies represented and success rate.

Recommended project approach and specific project steps including the

use of any subcontractors and/or partners.
