1LT Lyons is an outstanding young leader. He volunteered to transfer to the 1039th Route Clearance Company when
he learned of our deployment. His task and position of ANA mentor was learned late during pre-mobilization and he
aggressively exerted himself to quickly establish an effective team. Since arriving in theater, he has established a
great relationship and made vast improvement in the capabilities with our Afghan partners. 1LT Lyons showed
success in developing ANA training processes and procedures based on an “Afghan Solution” to enable lasting effects
within their organization. Over the rating period, 1LT Lyons successfully transitioned the ANA Route Clearance
Company (RCC) from only conducting partnered missions with Coalition Forces in the lead to a successful and
effective unit conducting independent operations in support of ANSF operations. Due to the efforts of 1LT Lyons'
platoon, the ANA will be able to continue to provide support for the Government of the Islamic Republic of
Afghanistan (GIRoA) and help keep Afghanistan safe and secure from enemy threats. 1LT Lyons scored a 294 on his
APFT, second highest in the unit. He has initiated an Army Multi-Source Assessment and Feedback/360 during the
rating period.
c. COMMENT ON POTENTIAL FOR PROMOTION.
1LT Lyons will excel in any assignment. Recommend promotion now and opportunity to command a company upon
completion of Engineer Captain's Career Course (ECCC).
