It is illegal to purchase a handgun in a state other than the buyer's state of residence. Out-of-state

handgun purchases must be transacted through a licensed federal firearms dealers in the seller's state

of residence to a licensed federal firearms dealer in the buyer's state of residence.

It is illegal for a buyer that is not a licensed firearms dealer to purchase a firearm for the purpose of

immediate resale or transfer. Depending on the circumstances the purchase could be interpreted as
