5. GENERAL CONTROL OBJECTIVES FOR THE INCIDENT (INCLUDE ALTERNATIVES)
In the event of bad weather that could affect the safety of anyone at the Plano Balloon Festival, the Collin County ARES
Weather Person will be in contact with the National Weather Service and confer with the Incident Commander (or Deputy
IC) on the appropriate action for the severity of the expected weather.
The actions may include (but not limited to) telling our people to continue operations, take cover, head to a sturdy nearby
shelter (FUM Church or Collin Collage), or head home we are done for this flight.
The Incident Commander will inform the PBF liaisons and the police and fire operations at PBF of our action.
A safety net will be started on the 147.18 repeater and all operators will be instructed to go to the WD5ERD repeater for the
latest information and guidance.
Most of the CCARES Net Control Operators are involved with the Plano Balloon Festival. In the event of severe weather
where the National Weather Service requests Spotter Activation we will either commandeer the Special Events trailer or
operate from a vehicle under normal CCARES SKYWARN procedures.
6. WEATHER FORECAST FOR OPERATIONAL PERIOD
Weather forecasts will be provided to division leads starting 48 hours prior to first operational period.
Weather briefings will be provided to division leads at least one hour prior to each balloon operation period.
Significant weather briefings will be provided to division leads as they become available from the NWS Weather Forecasting
Office.
7. GENERAL SAFETY MESSAGE
All operations will be carried out with safety foremost. No operation is to be performed if there is any question of safety.
Specific weather related safety guideline are in the CCARES Field Operations Guide 2012 Version 1.2. Page 9.
