REQUEST FOR PROPOSAL

PROJECT:

Consulting services to develop a draft legislative framework for interactive (Internet)

gambling including a set of draft regulations for the National Gambling Board (the

Board).

Background

1.1

Early 1999, the Minister of Trade and industry, Mr. Alec Erwin, asked the National

Gambling Board to advise him on the implications of interactive gambling.

1.2

The Board commissioned a study into interactive gambling, the findings of which

were released in August 1999 – electronic copy available

1.3

In December 1999 the Board recommended to the Minister that South Africa should

move towards regulation of interactive gambling.

1.4

On 20 October 2000 MinMEC mandated the National Gambling Board to draft a

national legislative framework for interactive gambling for consideration.

Contents of the Proposal

2.1

The successful applicant shall develop, on behalf of the Board, a draft national

legislative framework and set of draft regulations for interactive gambling.

2.2.1 Expertise and Experience

Bidders shall indicate previous involvement in projects of a similar nature and

complexity and highlight the outcomes thereof.

2.2.2 Ability to expedite Assignment

Bidders shall indicate their ability to expedite an assignment of this nature.

2.2.3 Quality of Proposal

The bidder’s proposal shall demonstrate their complete understanding of the

assignment. In the proposal the bidder shall demonstrate efficiency, effectiveness

and economy of their approach.
