REQUEST FOR PROPOSAL
2.2.4 Cost Structure
The tender price shall be based on the actual cost of time spent and expenses
incurred, limited to a ceiling price to be indicated by bidders. In this regard the
following information shall be provided:
(a)
The estimated time to be spent on the project.
(b)
The hourly charge-out rates for each level of personnel to be used on the
project.
(c)
The basis of recovery of any outsourced services.
(d)
The elements and basis of cost recovery, where applicable.
(e)
The ceiling price for the project.
2.2.5 Track Record
The bidder shall provide a list of at least three entities for whom similar services were
provided for during the past three years. The list shall include, for every project
undertaken: entity name, contact name and telephone number, date when services
were rendered, description of service, duration of project, contract price and average
hourly charge-out rate. The bidder shall also indicate any past or present interaction
with any gambling regulator world-wide and the nature of such interaction.
2.2.6 Conflict of Interest
Bidders shall declare any financial and/or other interest in the gambling industry
world-wide as well as assignments undertaken for clients in the gambling industry,
before accepting the assignment.
2.2.7 Economic Empowerment
Bidders shall demonstrate the extent to which they / their company / firm are involved
in or will contribute to Black Economic Empowerment and transfer of skills to
previously disadvantaged individuals in South African environment.
3.
Task Directives
The successful bidder must schedule, undertake and complete the following tasks
within timeframes to be negotiated between the bidder and the Board.
3.1
To develop an appropriate draft national legislative framework for interactive
gambling.
3.2
To prepare a set of draft regulations on interactive gambling.
3.3
To do the necessary presentations to the Board of all outputs.
This project will require significant interacting with the Board’s office in order to
formulate draft regulations suitable for the South African regulatory environment.
