REQUEST FOR PROPOSAL
4.
Scope of Work
Bidders shall provide a comprehensive scope definition detailing all areas and
elements of the work together with the proposed deliverables that are included in their
tender price. Bidders shall also provide a high-level project plan indicating the time
scales relating to their proposed work. It is expected that at least the following should
be covered in the scope:

Project management to be undertaken by the bidder.
Advise the Board on policy direction – best policy direction for South Africa.
4.2

Develop corporate licence application form based on a review of current formats in
use in South Africa.
4.4
Develop personal licence application form based on a review of current formats in
use in South Africa.
4.5
Develop draft player protection standard and procedures.
4.6
Develop gaming system application form (IGS software developers).
4.7
Develop a set of internal control requirements (procedural standards).
4.8
Proposal on minimum requirements for a suitable geographic location where
operations could be established (the hosting facilities, security, reliability and stability
of the infrastructure of such facilities).
4.9
Proposals on the licensing fees and taxation rates.
4.10
Develop a set of technical requirements (technical standards).
4.11
Operational and technical audit manuals for the ongoing audits.
4.12
System Requirements
System requirements should address the following areas:
Architectural/physical security
Network level security
Application level security
Operating system level security
4.13
Establish guidelines for the following interfaces:
System and financial institutions.
System and off-site logging.
Impact of non-gaming related functions (if any) on the system.
Interface to financial system.
Interface to internal network.
Interface to security and monitoring systems.
Release procedures and associated documentation.
4.14
Roles and functions of the regulatory inspectorate in an interactive gambling
environment.
