Payroll Direct Deposit/Payroll Debit Card Notification

On December 21,2010, then Governor Jennifer Granholm signed into law an amendment to
Michigan's Wages
&
Fringe Benefits Act (1978 PA 390) that allows Michigan employers to
require employees to receive wages only by direct deposit or a payroll debit card. Schools
Districts can move toward a "paperless" system without violating the law. Please refer to MCL
408.476 for the new law and the specific requirements.
We will be offering a Payroll Debit Card through PNC bank that is an excellent program for
employees, complies with the requirements of the new law, and eliminates the District cost of
processing paper paychecks.
Payroll Debit Cards:
Allow employees to go to a bank teller at any bank that accepts VISA (most do) and
withdraw the entire paycheck immediately each payday.
Are loaded every payday with the employees' net paycheck.
Is a portable card that belongs to the employee so it can be loaded by other employers, so
employees with mUltiple employers can use a single Payroll Debit Card.
Provide employees without a bank account direct access to payroll monies at a retail
establishment through PIN-based transactions.
Provide employees the ability to begin securing the benefits of holding a VISA-Iogoed
card (i.e. for use in reserving hotel rooms, renting a car, making purchases online, etc).
Enables employees to avoid check cashing fees.
Does NOT cause a credit check on an individual, nor extends credit to an individual.
Howell Public Schools will no longer process paper paychecks effective June 15, 2012.
Employees have the option of receiving wages by Direct Deposit or Payroll Debit Card. Please
complete a Direct Deposit/Payroll Debit Card Authorization Form to make or change your
election and return your authorization form to payroll by May 30, 2012. You may pick up your
new Payroll Debit Card, and a packet containing all of the terms and conditions, from Payroll on
June 15, 2012 (or, for new employees, your first payday). Your Payroll Debit Card will be
reloaded on each payday you receive wages.
If you are currently receiving a paper paycheck and do not make a written election by May
30,2012, you will automatically be issued a Payroll Debit Card on June 15,2012. You will
no longer receive a paper paycheck effective June 15,2012.
Please complete a Direct Deposit/Payroll Debit Card Authorization to enroll or change your
election. The form is available on the Staff Payroll website
Also, you always have secure access to your payroll via EmployeeWeb. If you already have
direct deposit of your entire payroll check, you DO NOT need to make any changes
