INFORMATION ON “MANDATORY AUTOMOBILE INSURANCE LAW”
1.
The Mandatory Automobile Liability Insurance Law was enacted into law in order to guarantee adequate protection for the
victims of car accidents who are injured in Guam or who are injured while riding in motor vehicles which are operated in Guam.
This law is under Chapter 19, Title 16. of the Guam Code Annotated. Title 16 is known as the Vehicle Code of Guam.

Every owner of a motor vehicle which is reuuired to be re2istered in Guam shall maintain insurance coveraae on said

vehicle of no less than the followini minimum amounts:
20.000 Property Damaae Liability; $25,000 and $50,000 Third
Party Bodily Injury Liability for each person and for all persons, respectively, in any one accident

Any person who operates a motor vehicle in Guam and does not possess the insurance required by the Mandatory Automobile
Liability Insurance Law shall be subject to a fine of $500.
4.
Every registered owner applying to register a motor vehicle shall certify at the time of registration of his vehicle to the Director
of Revenue and Taxation that the required insurance is in effect with respect to the vehicle which is to be registered.
5.
The Director of Revenue and Taxation shall refuse to register a motor vehicle if the registrant fails to comnlete the appropriate

6.
The Director of Revenue and Taxation shall suspend or revoke the driver’s license or the vehicle registration certificate issued to
the operator or owner of a vehicle, who knowingly operates or knowingly permits the operation of an uninsured motor vehicle or
who provides false or inaccurate information on the Automobile Insurance Certification.
7.
When a driver’s license or a vehicle registration certificate has been suspended or revoked, no new driver’s license or vehicle
registration certificate shall be issued for six (6) months after the effective date of the Order of Suspension or Revocation.
8.
The driver of every motor vehicle which is in any manner involved in any accident within Guam which resulted in damage to the
property of another person in excess of $250 or in bodily injury or the death of any person, shall within 10 days of such accident,
report the accident to the Guam Police Department and the Motor Vehicle Division,Department of Revenue and Taxation.
OTHER INFORMATION
9.
The furnishing of your Social Security Number is required pursuant to Section 7105, Title 16, Guam Code Annotated and
Section 405 (c)(l) (C), Title 42, United States Code.
10.
Submit your original Vehicle Inspection Checklist (proof of Safety Inspection). It must indicate that your vehicle passed the
Safety Inspection. Your inspection must be made within the same month your vehicle registration is required to be renewed.
11.
Send this notice, your original Vehicle Inspection Checklist (proof of Safety Inspection) and your payment to the Motor Vehicle
Division using the same address indicated above if you are renewing your vehicle registration by mail. Make check or postal
money order payable to Treasurer of Guam. Do not send cash.
12.
There will be a late charge of TWENTY-FIVE PERCENT (25%) of the annual registration fee for each quarter or fraction
thereof the fee is delinquent.
13.
Public Law 27-005 Chapter V Section 3 entitled “Increase in Vehicle Registration Fee” states that an annual fee of $25.00 is
imposed upon any vehicle subject to registration. In addition, effective April 1, 2004, the shall be amended and increased by
$15.00, to be adjusted to a total of forty dollars to be deposited in the Abandoned Vehicle and Street Light Fund.
