in survival mentality, structures are a problem linked strongly to the past, to power
cliques, and to traditions. Yet structures are needed to provide form to facilitate decision
making and to maintain accountability." (111)

as a threat to the little that remains. Structural change that is done confrontationally is
bound to create resistance, for it conveys a spirit of accusation rather than a perspective of
