compliance with applicable State Engineer and other governmental laws, rules, and

subject to any restrictions upon use, which the State Engineer may impose;

lessee shall be responsible for making all applications and permits from the State Engineers,
and for making any reports as may be required
(4)
certain reporting and accounting to the Commissioner.
(5)
when lease expires or is terminated, the water rights will revert to the New Mexico State
Land Office.
