Procedure:
1. Complete this Merit Badge Counselor Application.
2. Complete an Adult Leader Application, Form No. 28-501 using Code 42 as the position
code.
3. Forward these two forms to your District Advancement Chairman for review and
approval. Do no send these applications to the Council office!
4. You will be notified as to when you can start counseling Scouts.
NOTE: All Merit Badge Counselors must complete an Adult Leader Application, even if you are
already registered in another position. No registration fee is required, unless you wish to receive the
Scouting Magazine, the Scouters News, and an official Registration Card. However, you cannot serve
in any other capacity, unless you are a paid, registered adult leader.
IMPORTANT: As a counselor, you will give a special type of service to young men by aiding them
in the exploration of many fields of endeavor. You will need to be prepared not only to give each Scout
a thorough review of the requirements of the merit badge, but also to counsel them and assist them (as
required) on the subjects(s) in which they seek approval.
A young man should not be asked to do anything more nor anything less than what is required in
the latest revision of the Merit Badge Handbook for each merit badge. All national and council policies
and guidelines must be followed.
For your protection, and in keeping with BSA Youth Protection Guidelines established in April 1988,
a counselor must not meet with a youth in a “one -on-one” situation. It is recommended that a
Scout be accompanied by another Scout(s), their parent(s), or a friends(s). Encourage the Scout who
calls to set an appointment to get other Scouts to work with them on the badge.
