fuel/maintenance expenses for one road grader; telephone and power utilities
to support 10% of the District Attorney's Office).

In the event the conversion of costs through this process underestimates
the actual expenses incurred for personnel or operating, adequate
justification must be provided in Section C. below. (See the following
descriptions for details.)
Personnel
Gaming impacts may require that part-time employees be hired to handle
additional workload demands. Given the experience level required for the
positions, it may not be possible to recruit individuals that meet the job
qualifications on a part-time basis. In this case as well as in other legitimate
examples, you may claim that additional funds above those itemized through the
monthly, quarterly, or annual SDR process are necessary. List these additional
personnel expenses in B.1. and provide justification in Section C.
Operating
This category includes all expense items other than personnel costs which can
be attributed to gaming impacts. For example: vehicle expenses, depreciation,
rent, supplies, utilities, furnishings and social services benefit costs. If there are
any other operating costs which are somehow omitted from the SDR process,
itemize these additional operating expenses in B.2. and provide justification in
Section C.
3 (a). Capital Needs. Enter the sum of capital equipment and construction items
listed on the next page, below (A. plus B.). $____________.
The presence of the gaming industry may create a capital need that otherwise
would not exist. (e.g. dust control on a county road heavily used by gambling
commuters, a new emergency rescue truck to handle an increased number of
traffic accidents on Highway 24 in El Paso County). Capital equipment and
construction costs must be associated with a targeted geographical area that is
impacted by the gaming industry. In listing your entity's capital needs, be
specific about the area (e.g. cite the county road number, the emergency
response service area) that will be served by the capital equipment item or
facility. Provide this narrative in Section C. below. Do not include any interest
expenses or underwriting charges associated with debt issuance on capital items
