Paperwork Reduction Act Statement: A federal agency may not conduct or sponsor, and a person is not required to respond to, nor shall a person be subject to a penalty for failure
to comply with a collection of information subject to the requirements of the Paperwork Reduction Act unless that collection of information displays a currently valid OMB Control
Number. The OMB Control Number for this information collection is 2120-0026. Public reporting for this collection of information is estimated to be approximately 2.5 minutes per
response, including the time for reviewing instructions, searching existing data sources, gathering and maintaining the data needed, completing and reviewing the collection of
information.

Civil Aircraft Pilots
FAR Part 91 states that each person operating a civil aircraft of U S. registry over the high seas shall comply with
Annex 2 to the Convention of International Civil Aviation, International Standards - Rules of the Air. Annex 2 requires
the submission of a flight plan containing items 1-1 9 prior to operating any flight across international waters. Failure
to file could result in a civil penalty not to exceed $1,000 for each violation (Section 901 of the Federal Aviation Act
of 1958, as amended).
International briefing information may not be current or complete. Data should be secured, at the first
opportunity, from the country in whose airspace the flight will be conducted.
