Brief Description of Program:
An EMS Toolkit is a detailed evaluation of an aspect of EMS Service Delivery, EMS Personnel
Performance or EMS Patient Care. The purpose of the EMS Toolkit Program – Improving Response
Times and Service Delivery is to improve, optimize and sustain emergent EMS system response
times. The funding supported contracting with 28 NC counties and was used to assist with initial
implementation or enhancement of the county’s current Emergency Medical Dispatch (EMD)
program. All counties were required to develop, implement and train all personnel on program
policies and the daily submission of specified program data to the NC EMS Performance
Improvement Center; the agency that uses the data to develop and measure EMS Toolkits for
continuous and ongoing evaluation of the county’s EMS program.
