Out of State Vehicles – Application for Time Extension
Instructions
Attached are affidavits of Vehicle Unavailability for Inspection and Vehicle Identification Number (VIN)
verification. Please read and follow these instructions carefully so that we may expedite your request
for a time extension certificate, which can be used for registration purposes.
If your vehicle is in another emission testing area it must be tested there. A two-year time
extension will be granted when the original test results and other supporting documents are
submitted to our office. The emission test must have been conducted within the past 90 days.
If your vehicle is in an area where emission testing is not available a one-year time extension will
be granted when affidavits of Vehicle Unavailability for Inspection and Vehicle Identification
Number (VIN) verification and other supporting documents are submitted.
All documentation must be submitted to our office. MVD will not accept an out of state inspection or
the affidavits of unavailability and VIN verification. If these documents are submitted directly to the
MVD, the application for registration may be delayed or returned.

Submit the following documents to our office for processing:
In an area with emissions testing send the valid emission test from that area, the registration
renewal notice, proof of insurance, and a check (no cash) for the registration fee made out to the NM
MVD. This time extension will be for two years.
In an area without emissions testing send both the affidavits of unavailability and VIN verification
(properly notarized and signed as required), the registration renewal notice, proof of insurance, and a
check (no cash) for the registration fee made out to the NM MVD. This time extension will be for
one year.

We will process a certificate acceptable to the MVD and will forward your renewal packet to them.
MVD will send your registration and sticker to your address of record. If you prefer delivery to an out-
of-state address you must include a self-addressed stamped envelope.
