Revised: 24-OCT-2016
RICHMOND RESIDENTS - TRANSFER APPLICATION
IMPORTANT INSTRUCTIONS/INFORMATION
1.
Parents/legal guardians must first register their child for school before submitting a Transfer Application Form for each school requested.
2.
There will be restrictions on the number and types of transfers that can be approved at densely populated elementary and secondary schools.
Approvals at all schools will be based on availability of physical, staffing and program space, the priority of reason(s) for the transfer
request, and the mandate of the district to maintain the viability of current schools across the district.
3.
Richmond residents will be considered before non-Richmond residents on a first come, first served basis.
4.
Students who apply for a transfer by February 10, 2017 will be considered in the following order:
(1) Student deemed to be a catchment student by special Board Resolutions.
(2) A non-catchment, transfer, or placed student currently in a school who wishes to continue in the current school, or to transition with their grade
7 schoolmates to the designated secondary school(s) for his/her elementary school. This includes students at single and dual catchment
elementary schools.
(3) Sibling of a student enrolled in the requested school for the 2017/2018 school year.
(4) Unique program (secondary).
(5) Daycare (elementary).
(6) Extenuating circumstances warranting special considerations.
(7) Other reasons.
5.
Students who apply for a transfer after February 10, 2017 will be considered for admission to a school only if they meet one of the following
criteria:
(1) Sibling approved to attend the requested school or will be attending the school at the same time.
(2) Daycare (elementary).
(3) Two or more related courses not offered at their catchment school (secondary).
(4) Unique circumstances that warrant special consideration by the schools’ principals.
6.
Each Transfer Application Form must be initialed at Central Registration or the catchment or the current school of attendance before the transfer
form is to be initialed at the catchment school before submitting in person to the requested school.
7.
Please complete this Transfer Application Form accurately, including reasons for the transfer, as incorrect information provided to the school may
result in the student being denied a transfer. Please include an attached letter if there is a need to communicate more detail about the request to
transfer.
8.
The first date that transfer applications will be received at a school is 8:00 am on January 9, 2017.
9.
A Richmond transfer student who applied by February 10, 2017 and has been approved to attend a requested school will be removed from the
school register of their catchment or previous school 21 days after the requested school has given approval, unless the parent advises the
requested school in writing that the student’s approved transfer is to be withdrawn.
10. Parents of students applying to attend more than one non-catchment school are required to prioritize their preferred schools. Students will be
offered a place in the highest priority requested school that has available space. If priorities are not established on the application form, then the
relative priority for each school will be determined by the date and time that the transfer application is received at each requested school.
*If accepted at the transfer school, transportation is the responsibility of the parent(s)/legal guardian.
11. Notification of the school principal’s decision for applications received by February 10, 2017 will be mailed or emailed to parents or legal guardians
on February 28, 2017. Those who apply late between February 13, 2017 and June 16, 2017 will be notified by June 21, 2017.
12. Parents or legal guardians who applied for a transfer by February 10, 2017, and who wish to appeal the principal’s decision to deny the transfer
request must submit their appeal to the Office of the Superintendent of Schools by March 31, 2017.
13. Transfer students in grades 9-12 wishing to participate in inter-school athletic competitions must complete the RSB Athletic Eligibility Form and
attach it to their Transfer Application Form.
