Category 1 – Homeless
An individual or family with a primary nighttime residence that is a
public or private place not designed for, or ordinarily used for,

NOTE: If a client is in a hotel or motel, paying for it without
assistance from an organization or government program, they are
NOT Category 1 – Homeless.
Category 2 – Imminent risk of
