Dear Provider:
In its Order dated August 19, 2008 (attached) the Georgia Public Service Commission
(hereinafter referred to as “Commission”) set the contribution factor to be used in determining
contributions to the Georgia Universal Access Fund ( “UAF”, “the Fund”) under O.C.G.A. § 46-5-
167. The Commission is in the process of auditing the requests of 14 Independent Local Exchange
Companies (“ILECs”) for UAF disbursements, and will approve the aggregate annual request

following the conclusion of the audits. The 12
UAF year has concluded, and contributions need to

be collected in order to fund the 13
UAF year. Because the audit process is not yet finished, a
conservative assessment was approved by the Commission to set a contribution factor at 0.50%,
such that the fund would be sufficient to pay the maximum amount requested by ILECs adjusted to
incorporate the $1.25 million cap.
After the Commission approves an aggregate annual
disbursement, the Staff will return with a revised contribution factor to reflect the new total yearly
disbursement. This factor will continue to be applied to intrastate gross revenues from end-users to
determine the quarterly contribution amount until otherwise changed by the Commission. This
action was taken as part of the continuing implementation to O.C.G.A 46-5-160 et.seq. and as
provided in O.C.G.A. 46-5-167(g).
With the exception of resetting the contribution factor, the instructions contained in either the
original notification letters from the Commission or the letter included in your respective
certification packages relative to the UAF remain in full force.
Please review the enclosed Order relative to the above referenced action of the Commission
and be governed accordingly. Also see the attached remittance form to be used for quarterly
remissions, as set forth above. This would necessarily mean that you will need to remit the form for
the Quarter Ended September 30, 2008 to the UAF using the contribution factor of 0.50% for
the remission due by October 15, 2008.
This Contribution Factor change to 0.50% will apply until further notice from this
Commission. Again, all provisions, other than the contribution factors continue
to apply.
