S.B. 382 (Lara) Judging youth fairly
Dear Governor Brown:
I am writing to ask you to please sign SB 382 into law. The decision to send a young person to
the adult justice system has far-reaching consequences. The adult correctional system offers
few rehabilitative services for people of any age. While juvenile court is focused on what works
for young people and is intent on rehabilitation, the primary purpose of the adult criminal system
is to punish. Juvenile court both holds young people accountable for their actions and requires

participation in education, treatment, and other age-appropriate services.
n the adult system,
the odds of getting any educational or vocational programs are remote.
I believe we should keep young people in the juvenile system where they will have a better
chance of getting on the right track. SB 382 would ensure that a judge considers important
factors when deciding whether to send a youth to adult court. If passed in to law, more young
people would get a chance to get the services available in the juvenile system.
We need to stop treating youth like adults and instead give our young people a chance to turn
their lives around. This bill is a good start and I strongly support your signing it into law, but I
believe we need to more dramatically change how we treat young people accused and
convicted of crimes. I hope you will provide leadership for those changes.
