Kansas law (KSA 8-116a) requires before an application for a Kansas title and/or registration can be accepted for a vehicle surrendering a title
issued by another jurisdiction (or purchased on a bill of sale, if applicable) as proof of ownership, the vehicle and the non-Kansas title or ownership
document must be inspected to ensure that vehicle identification number shown on the non-Kansas title is genuine and agrees with the identification
number on the vehicle and a Motor Vehicle Examination Certificate (MVE-1 Form) must be completed by the Kansas Highway Patrol or their
designee.
When a Kansas resident/business is making application for Kansas title and/or registration and has selected reason 1, 2 or 3 below, this form may be
used in lieu of the MVE-1 form. If reason 4 is selected, this TR-65 form will only be accepted to submit the application for title and/or registration.
Upon returning the vehicle to Kansas an MVE-1 form must be obtained from the Kansas Highway Patrol or their designee. When reason 4 is
selected, renewing the registration for the vehicle with a pending title application awaiting the MVE-1 form must be pre-approved by the division and
can only be approved one time. The Titles & Registrations Bureau must receive the MVE-1 form before the certificate of title will be issued.
WHO QUALIFIES TO USE THE TR-65 FORM?
To qualify for an Out-of-State VIN Verification in lieu of the MVE-1 the Kansas resident/business must meet one of the following:
1. Resident is on active military duty stationed in another state, or;
2. Resident is attending a college, university or school in another state as a full time student, or;
3. (Resident or Business) Any out-of-state title application for Kansas apportioned registration that requires a VIN inspection
(MVE-1) and the vehicle is not in Kansas, or;
4. Resident or business vehicle is “temporarily” in another state for reasonable cause (i.e.-working on a short term basis,
seasonal resident, etc.).
INSTRUCTIONS FOR COMPLETION OF “OWNER DECLARATION” SECTION
The vehicle owner must check the applicable box regarding the reason the vehicle is out-of-state and provide a brief explanation
regarding the circumstances. If the resident/business vehicle is “temporarily” out-of-state (reason 4 above), the owner must indicate
the approximate date of return to Kansas and the reason for being out-of-state in the spaces provided.
The owner must print their name and address in the appropriate areas. The owner’s legal signature is required certifying that the
vehicle is temporarily located out-of-state due to one of the qualifying reasons and the information is true and correct.
INSTRUCTIONS FOR COMPLETION OF “VIN VERIFICATION” SECTION
NOTICE - VIN VERIFICATION MUST BE PERFORMED BY A LAW ENFORCEMENT OFFICER
The law enforcement officer should examine the out-of-state title/ownership document for authenticity. The out-of-state
title/ownership document must be free of erasures, whiteout, or altered data. (A faxed copy of the front and back of the title from the
lien holder or lessor will be acceptable.)
The law enforcement officer must examine the public VIN on the vehicle, verifying there is no evidence of tampering with the VIN
plate or attachments, compare the public identification number on the vehicle to the VIN number on the title/ownership document and
record the VIN in the spaces provided on the form. Any discrepancies must be noted in the “Remarks” section. Additionally, the
officer must provide the vehicle and title information in the spaces provided. Mark the appropriate box concerning if the title has
been branded/labeled by the jurisdiction that issued the certificate. Check the appropriate box regarding whether the “supporting
documents” (i.e.- title/ownership documents) agrees/disagrees with VIN, etc. The “Remarks” section may be used to record any other
information the officer determines may be of importance.
All vehicle identification numbers discovered during the verification process must be checked through NCIC. If a stolen record is
received the officer should respond according to the officer’s agency/department policy and/or state or local laws.
The law enforcement officer's signature will certify that he/she is a law enforcement officer and has physically examined the vehicle
and title described on the ownership documents and the information is true and correct to the best of his/her knowledge, and verify
that no stolen record was found in the Federal or States vehicle files (NCIC).
There will be no fee collected for the State of Kansas on an out-of-state VIN verification utilizing this form.
POSSIBLE ADDITIONAL REQUIREMENTS
If during the VIN verification procedure, a discrepancy is determined with either the vehicle identification number or the title
document further documentation may be required by the State of Kansas.
