: The LSC, as an administrative organization of USA Swimming, is charged with the responsibility of conducting a

swimming program in the best interests of all USA Swimming swimmers within its jurisdiction. It has the right to coordinate the LSC

swimming program to minimize conflicts in scheduling and thereby can refuse sanction or approval in effecting that purpose.
