Instructions for Request for Estimate of Withdrawal Tax for Managed Forest Land
General:
This form must be completed and filed with the Department of Revenue (DOR) to receive an estimate of the amount of tax liability due if the identified land is
withdrawn from the Managed Forest Land (MFL) designation prior to the original expiration date. A separate form must be filed, and fee paid, for each request.
Only one Department of Natural Resources (DNR) Order Number may be entered on a single request.
If a landowner decides to withdraw land from MFL, the Department of Natural Resources is required to charge the higher of (1) the tax liability or (2) 5% of the
average value of the standing timber. The 5% value is typically the higher amount within the first 2 years of the MFL entry.
Landowners may withdraw lands in the following manner:
• An entire parcel of MFL land, or
• All MFL land within a quarter-quarter section, government lot, or fractional lot, or
• An entire MFL entry
Section 1 - Land Information:
Enter the DNR Order Number for the parcel for which the request is being made. Enter the county, TVC Type (T = Town, V = Village, C = City) and municipal
name where the land to be withdrawn is located. Enter the town number, range number, section number, legal description, parcel identification/number and
the number of acres the estimate should be based on. Most of this information can be obtained from the property deed, tax bill, MFL documents, etc. See
example below.

Section 2 - Calculation of Fee for Estimate:
Section 77.88 (5g), Wis. Stats., requires a fee of the GREATER of $100 or $5 per acre (or partial acre) be paid before DOR will issue an estimate for the
amount of tax due if land is removed from the MFL program prior to the expiration date. To calculate the amount of this fee, enter the number of acres (to the
hundredth decimal point) on the appropriate line in section 2 (example: 40.25). Multiply the number of entered acres by 5 and enter that amount on the ap-
plicable line. The amount of the fee is the greater of $100 or the amount determined by multiplying the number of acres being removed by $5 (automatically
calculated when the fill-in form is used). The correct estimate fee must accompany the request before DOR will calculate an estimate.
Section 3 - Owner Information:
Enter name, daytime telephone number, e-mail address (if available), and mailing address of the owner.
