INITIAL EXEMPTION APPLICATION INSTRUCTIONS
If your business is exempt from paying the City of Portland Business License and Multnomah County
Business Income Tax, you are required to complete this form and return it to our office. No license
will be issued. If you need a business license, complete an application for Portland Business License
and pay the $100 minimum fee. Exemptions are valid for one year and must be renewed annually.
To renew, complete an Annual Exemption Request and return it to our office along with applicable
tax pages. Forms are available on our web site at
EXEMPTION TYPE
(check one): Exemptions are based on all business activity everywhere, not just in the
City of Portland and Multnomah County.
Business grossing less than $50,000* per year from all sources before expenses for the year listed.
*For Multnomah County: For tax years 1999 - 2007 the gross receipts exemption amount = $25,000.
*For the City of Portland: For tax years 1999 - 2006 the gross receipts exemption amount = $25,000.
Real estate brokers engaging in professional real estate activity as an agent (City of Portland ONLY).
• Principal real estate brokers are NOT exempt (unless due to gross receipts).
• Real estate brokers with at least one residential rental within the City or other business activity within the
City are NOT exempt (unless due to gross receipts from ALL activity).
Individuals whose only business activity is ownership of less than ten residential rental units. Ownership
of a commercial rental or a combination of commercial and residential rentals is NOT exempt. Any other
business activity in addition to residential rental activity (including sale of rentals) VOIDS this exemption.

Exemption by Reason of Gross Income Statement
I hereby state that the EXPECTED gross income from all activity everywhere of this business will be
less than $50,000* for the fiscal year
. By Business License Law, § 7.02.400, this
business is therefore exempt from the licensing required for the above stated year. I understand that
should gross income exceed $50,000* for that year, the exemption will no longer be in effect and I will
be under obligation to immediately obtain a license for that year, even if that year has passed. I further
understand that failure to obtain a business license when required to do so will subject me to
penalties. (*See above gross exemption differences.)
