EMS System Performance-based Funding and Reimbursement Model
Functions and Ten Essential Activities. The Three Core Functions of public health, as defined
1
by the National Institutes of Health in 1998, are assessment, assurance, and policy development:
1. Assessment. Monitor health status in order to identify health issues within the
community; investigate/diagnose health issues and hazards within the community;
evaluate the effectiveness, accessibility, and quality of the health services within the
community.
2. Assurance. Assure that the community can count on a competent public and personal
care workforce; link people to personal health services and provide these services and
health care when it is otherwise not available (e.g., public health clinics); inform and
educate people about health issues and empower them to take control of their own health;
mobilize community partnerships in order to identify and solve health problems.
3. Policy Development. Develop policies and plans that support health efforts on both
individual and community levels; enforce laws and regulations that protect health and
ensure safety; research new insights and innovate solutions to health problems.
The Ten Essential Services provide a working definition of public health and a guiding
framework for the responsibilities of local public health systems:
1.
Monitor
health status to identify and solve community health problems.
2.
Diagnose and investigate
health problems and health hazards in the community.
3.
Inform,
educate, and empower people about health issues.
4.
Mobilize
community partnerships and action to identify and solve health problems.
5.
Develop policies and plans
that support individual and community health efforts.
6.
Enforce
laws and regulations that protect health and ensure safety.
7.
Link
people to needed personal health services and assure the provision of health care
when otherwise unavailable.
8.
Assure
competent public and personal health care workforce.
9.
Evaluate
effectiveness, accessibility, and quality of personal and population-based health
services.
10.
Research
for new insights and innovative solutions to health problems.

2. Prevention activities
3. Community outreach
4. First response services
