INSTRUCTIONS FOR COMPLETING
TEXAS COASTAL PROTECTION FEE REPORT
Under Ch. 559, Government Code, you are entitled to review, request,
and correct information we have on file about you, with limited
exceptions in accordance with Ch. 552, Government Code. To request
information for review or to request error correction, contact us at the
address or toll-free number listed on this form.
WHO MUST FILE - Every person (sole owner, partnership, corporation
or other organization) who is responsible for collection and payment of
the Texas Coastal Protection Fee must file this report. Complete and
detailed records must be kept of all crude oil, including condensate,
received at and withdrawn from each marine terminal located in Texas.
WHEN TO FILE - This report must be filed on or before the last day of
each month accounting for the fees due during the preceding month.
If the due date falls on a Saturday, Sunday or legal holiday, the next
business day will be the due date. Reports must be filed for every
month even if there is no amount of fee due.
AMENDED REPORT - If you are filing an amended report, write the word "AMENDED" on the front of the report above the title "TEXAS
COASTAL PROTECTION FEE REPORT." The amended report must be completed using replacement figures NOT NET ADJUSTMENTS.

correct information.
If space for additional terminals is needed, attach copies of this form, computer generated continuations or any other type of continuation
page.
Bring all totals forward to the first page.
SPECIFIC INSTRUCTIONS -
Item 1 - TERMINAL OPERATOR: Check "YES" if you are the operator of this terminal. If you are paying the fee on crude oil you own that
is being transferred at another party's terminal, check "NO."
Item 2 - TERMINAL IDENTIFICATION: Enter the name and/or location or other identification of the terminal at which the crude
oil/condensate is transferred. If you are reporting on crude oil/condensate you own in another party's terminal, please list both
the name and the location of the other party's terminal.
Item 3 - TOTAL BARRELS AT THIS TERMINAL: Operators enter the total number of barrels of crude oil, including condensate,
transferred to or from vessels at this marine terminal. If you are remitting the fee directly to the Comptroller for crude
oil/condensate at another party's terminal, enter the total number of barrels for which you provided documentation to the terminal
operator.
Item 4 - FEE-PAID BARRELS: Enter the number of barrels of crude oil/condensate for which you have documentation that the Coastal
Protection Fee has previously been paid.
Item 5 - BARRELS WITH FEE PAID BY OWNER: Operators enter the number of barrels of crude oil/condensate for which you have
documentation that the Coastal Protection Fee will be paid directly to the Comptroller by the owner of the crude oil/condensate
instead of the terminal operator. (This does not include oil you own at your own terminal.) If you have any amount in this field,
attach the Coastal Protection Fee Report Supplement, Form 66-101, to list the names of the owners paying the fee directly. If
you are remitting the fee for crude oil/condensate at another party's terminal, leave this item blank.
Item 6 - NET BARRELS SUBJECT TO FEE: Enter the number of barrels for which you are remitting the Coastal Protection Fee.

Item 13- PENALTY - If this report is filed or the fee due is paid after the due date, enter penalty. If 1-30 days late, enter 5% of the amount
in item 12. If more than 30 days late, enter 10% of the amount in item 12. Minimum penalty is $1.
Item 14- INTEREST - If any fee due is unpaid 61 days after the due date, enter interest on the amount in Item 12 calculated at the rate
published on Pub. 98-304, online at , or toll free at (877) 447-2834.
