4Fuel Tax License Types
The following statements describe the activities of each license. Check the areas that apply to your business activity.
BP – Biodiesel Producer: Any person that engages in the business of producing biodiesel for the sale, use, or distribution. Biodiesel is
a fuel that is comprised of mono-alkyl esters of long chain fatty acids derived from vegetable oils or animal fats and/or a derivative of any
organic material
BL – Blender: A person engaged in the activity of making blends. A person need not be a blender to mix two or more substances
which have previously been subject to the fuel excise tax. A person need not be a blender to mix two or more substances which have not
been subject to the fuel excise tax if the mixed product does not result in producing a motor fuel or special fuel.
BK – Bulk plant operator: A person that has responsibility and physical control over the operation of a bulk plant. Please list your
bulk plant locations, attach additional sheets if necessary.

CV – CNG Vendor: A person that sells compressed natural gas for use in the engine fuel supply tank of a motor vehicle.
EB - Ethanol Broker: Any person who engages in the business of marketing ethyl alcohol produced by ethanol producers located in
South Dakota. Provide ethanol producer information for which you will be marketing, attach additional sheets if necessary.

EP – Ethanol Producer: Any person that engages in the business of producing ethyl alcohol for sale, use, or distribution. Ethyl alco-
hol is a motor fuel typically derived from agricultural products that has been denatured.
HC – Highway Contractor: Any person engaged in the activity of highway construction work in this state. The term does not include
any person who only owns and operates motor vehicles within the right-of-way hauling gravel or concrete and does not own or operate off-
road machinery in the highway construction work.
IX – Importer/Exporter: An Importer is any person that owns or purchases motor fuel or special fuel in another state or country
which is then delivered into South Dakota. An Exporter is a person that purchases or acquires fuel in South Dakota that is then transported
or delivered to another state or country. Must be licensed either to collect and remit fuel taxes or be licensed to deal in tax free fuel in other
specified state(s) to which fuel is exported. Attach additional sheets if necessary.

LU – LPG User: A person that wants to purchase liquid petroleum gas into bulk storage on a tax unpaid basis. Or a person that is pur-
chasing liquid petroleum fuel for multiple uses which are subject to different taxes. If you are licensed as a highway contractor, regard-
less if you have a LPG powered vehicle, licensing as a LPG user is not required.
LV – LPG Vendor: A person that sells or has the capability to sell liquid petroleum gas for use in the engine fuel supply tank of a mo-
tor vehicle.
MK – Marketer: A person that engages in the wholesale or retail sale of motor fuel or special fuel. Marketers must be licensed to do
business in South Dakota. A separate license is required for each business location within the state. Attach additional sheets if necessary.
