The passport is one of the outstanding symbols of a sovereign nation. No government in the world is truly
"legitimate" unless it can issue a passport that is accepted in other countries. A passport is also the ultimate symbol of
citizenship (nationality), identity, and protection. Almost every passport in the world has language inside requesting safe
passage, lawful aid, and protection for the passport holder. With few exceptions, a passport is usually required to enter
and depart most foreign countries and also to return to one's own country. If you travel to a country where a passport is
not required, you should be in possession of documentary evidence of your Texian Nationality and identity to facilitate
reentry into Texas. Travelers should check passport and visa requirements with consular officials of the countries to be
visited well in advance of their departure date.
Application for a passport may be made to the Secretary of State, any authorized passport office, or (in the near
future) many Republic of Texas Land Centers. All Texian Nationals who wish to travel abroad should obtain individual
passports in their own names. Applicants age 18 years and older must apply directly to the Secretary of State or his
designee if it is their first time applying. For children age 17 and under, a parent or legal guardian may execute an
application for them. The Republic of Texas Office of the Secretary of State will normally issue a passport to any Texian
National who meets the basic requirements, i.e. proof of birth place and date, Texian Nationality (by affidavit or
declaration), avers to good conduct and contributes a suitable fee to the Republic. All statements, declarations, affidavits
and averments under natural (common) law are done under penalty of perjury, and are therefore accepted at face value,
unless or until there arises any question as to their veracity and the matter is heard by a three-judge panel, appointed by
the Secretary of Judicial Affairs. ("Your word is your bond.") Please be aware that the requirement of a birth record is not
ours. It is you who need us to have this information (in confidence) so that we may be able to help you if you are abroad
and have lost your passport and other documents that identify you.
There are distinct advantages to holding a Republic of Texas Passport. One of the outstanding advantages is that
the Holder, rather than the state (or government), becomes the lawful owner of the document, when issued to a qualified
Texian National. As with any private property, the only way it could be forfeited is by due course of law, because of
fraud, or its misuse in the commission of a common-law crime, or upon conviction of treason against the Republic, or
upon swearing allegiance or adherence to a foreign power, thereby forfeiting Texian Nationality.
All passport applicants must apply in writing. Applicants must submit the following items to a passport facility:
Completed Application for Passport (available at the passport office in Overton, many Land Centers, or on the Web).
This form may be completed in advance; however, it must be signed by you in person before two Texian witnesses.
Proof of Texian Nationality (Citizenship). You may use one of the following: (1) previous Republic of Texas passport;
(2) Declaration (or Affidavit) of Texian Nationality or Citizenship. Form is available online. [Also see "Eligibility Policy"]
Proof of Identity. An authentic copy of your birth record. Use one of the following: Birth Certificate, Certification of
Birth Registration, Family Bible Record, Hospital Birth Certificate, a copy of the picture identification page from any
previous passport (including a U.S. passport), or an affidavit signed by two witnesses who have personal knowledge of
your birth.
Two passport photographs. Photographs must be 2 × 2 inches in size. The image size from the bottom of the chin to the
top of the head should be between 1 inch and 1 3/8 inches. They may be in color or black and white. They must be full
face, front view with a plain white or off-white background. Photographs should be taken in normal, but respectable street
attire (at least a regular shirt or blouse - no T-shirts, please - [Dress clothing is not required, but preferred]), no hat or
headgear which would cover the face or forehead. (The whole face and ears, as well as half of the head must be visible.)
The fee. A Postal Money Order for 75.00, OR 10-oz. of Fine Silver, is donated to the Republic of Texas Treasury for each
individual passport. M.O. must be payable to Earl Forester or to the next Treasurer by name. (This stipulation will
change after the Republic has regained the sovereignty over Texas soil.)
In addition to the items listed above, if your passport was lost or stolen, you will need to complete and submit a
Passport Replacement Form (available at passport facilities and on the Web). In these cases, you will need to submit a
new set of photographs and a fee of 20 FRN or 2 oz. of Fine Silver.
Passport renewals can be handled through the mail in most instances. To apply for renewal: (1) you can submit your
most recent passport, if it is not mutilated, altered, or damaged; (2) you were at least 16 years old when your most recent
passport was issued; (3) you were issued your most recent passport less than 15 years ago; and (4) you use the same name
as on your most recent passport, OR, you have had your name changed by marriage or otherwise and can submit proper
documentation to reflect your name changes.
