The Contractor grants to FDLE a personal, non-exclusive and non-transferable license

to use the Contractor-owned software (as specified in the Contractor’s Proposal dated

_____), for FDLE's internal use only. All third-party and commercial-off-the-shelf

(COTS) software will be subject to the software license agreements that accompany the

software. Notwithstanding any of the foregoing, all pre-existing material provided by the

Contractor or its subcontractors in delivering the new Computerized Criminal History

System, will continue to be owned by the Contractor or its subcontractors, but FDLE is

granted a personal, non-exclusive and non-transferable license to use the pre-existing

material for FDLE's internal use.

All FDLE data, which may be included in the deliverables, shall remain the exclusive

property of FDLE and may not be copied or removed by any Contractor personnel

without express written permission of FDLE.
