Enclosed in this packet is your 2011 annual return for the local earned income tax. Two reporting columns are provided so
that a husband and wife may file on one return and still keep their incomes separate as required under Pennsylvania’s local tax
law. Married couples who received separate returns are encouraged to switch to a single return. Simply transfer the
preprinted information from one return to the other and use the second column to report your spouse’s income. Do not report
anyone other than your spouse in the second column. If other members of your household had taxable income and did not
receive a form, contact us.
We wish to bring to your attention a few changes that go into effect January 1, 2012.
Due to limited staffing and budget constraints, we will no longer complete local tax returns. You must have
your tax return completed prior to mailing it or bringing it to the tax bureau.
Our office hours have changed. We are now open from 8:00 a.m. to 4:30 p.m. Monday through Friday.
Extended hours may be announced and advertised for the days leading up to the filing deadline.
Beginning in 2012, all taxpayers who receive taxable income not subject to withholding must make quarterly
estimated tax payments. This should only apply if you work out-of-state, or you are self-employed. If this applies to
you, and you do not receive quarterly tax coupons from us by the end of March, contact the tax bureau and they will
be sent to you. Failure to make quarterly estimated payments will result in interest and penalty being assessed.
A change in state law requires that if you work anywhere in Pennsylvania, your employer must withhold your local
tax at the correct tax rate. For taxpayers living within our collection area that rate would be either 1.7% if you reside
in the Chambersburg Area School District or 1% if you reside elsewhere in our collection area. If your employer is
not withholding the correct amount, contact your payroll department immediately.
On the back of this letter (page 2) is a copy of the return for you to use as a worksheet before completing the “Original / Tax
Bureau Copy.” Pages 3 and 4 include line-by-line and general instructions to assist you in completing your return. You may
wish to detach the instructions for easy reference while completing your return. Please read the instructions carefully. If after
reading the instructions you still have questions, contact our bureau and we will be happy to assist you.
Except for a few exceptions that are covered in the instructions, earned income and net profits you report for Pennsylvania
State tax purposes should be reported for local tax purposes. Other “unearned” classes of income taxed by the state, such as
interest and dividends, are not taxed locally. Report all earned income and net profits regardless of where you worked.
Also included in this packet is a self-addressed envelope for mailing your completed return. Be sure to place an “X” in one of
the four boxes on the front of the envelope and affix the correct postage. Make sure a copy of all W-2 forms and/or schedules
are attached to the return before mailing.
The tax bureau is located at the East end of the Chambersburg Area School District’s Administration Building (formerly the
Stanley Manufacturing building). A drive up window is available, but we ask that you utilize it only when dropping off items
not requiring a receipt, or to pick up blank tax forms. Please come inside to the counter for any other services.
