RMT-1 Worksheet Instructions For TUSF Recipients
I. Filing Requirements and General Instructions
A. Introduction
In December 1997, the Public Utility Commission of Texas adopted new Substantive
Rules for the implementation of the Texas Universal Service Fund (TUSF). These new
rules were responsive to changes made to the Public Utility Regulatory Act (PURA) in
1995 and to changes made by the Federal Telecommunications Act of 1996.
The purpose of the TUSF is to implement a competitively neutral mechanism that enables
all residents of Texas to obtain basic telecommunications services needed to
communicate with other residents, businesses, and governmental entities. The programs
will assist local exchange companies in providing basic local telecommunications service
at reasonable rates in high cost rural areas, and they will assist qualifying low-income
customers and customers with certain disabilities.
The TUSF supports the following programs: Texas High Cost Universal Service Plan
(THCUSP), Small and Rural Incumbent Local Exchange Carrier (ILEC) Universal
Service Plan (SRIUSP), Additional Financial Assistance (AFA), Telecommunications
Relay Service (TRS), the Audio Newspaper Program (ANP), Specialized
Telecommunications Assistance Program (STAP), Lifeline Service, Reimbursement for
Certain IntraLATA Services, High Cost Universal Service Plan for Uncertificated Areas
and administrative costs of the TUSF.
TUSF will reimburse qualifying companies for Lifeline programs, reimburse the TRS
carrier for providing statewide TRS, the ANP for providing newspapers via synthetic
speech, and make payments to qualified vendors providing specialized
telecommunications devices for the disabled. The TUSF will also reimburse the Texas
Health & Human Services Commission, the Texas Department for the Deaf and Hard of
Hearing, the TUSF administrator and the Public Utility Commission for costs directly and
reasonably associated with the implementation of the provisions of the TUSF.
