.—The Secretary shall—

‘‘(A) align, to the maximum extent prac-

ticable, with the requirements of the National

Environmental Policy Act of 1969 (42 U.S.C.
14
4231 et seq.) and section 306108 of title 54, in-
15
cluding implementing regulations; and
16
‘‘(B) not later than 90 days after the date
17
of enactment of this subsection, coordinate with
18
the Secretary of the Interior and the Executive
19
Director of the Advisory Council on Historic
20
Preservation (referred to in this subsection as
21
the ‘Council’) to establish procedures to satisfy
22
the requirements described in subparagraph (A)
23
(including regulations).
