egory of unobligated funding, year-to-date,

available for expenditure at the discretion

of the Secretary;

‘‘(v) the rates of obligation on and off

the National Highway System, year-to-

date, for the current fiscal year of funds
10
apportioned, allocated, or set aside under
11
this section, according to—

‘‘(I) program;
13
‘‘(II) funding category or sub-
14
category;
15
‘‘(III) type of improvement;
16
‘‘(IV) State; and
17
‘‘(V) sub-State geographical area,
18
including urbanized and rural areas,
19
on the basis of the population of each
20
such area; and
21
‘‘(vi) the amount of funds transferred
22
by each State, year-to-date, for the current
23
fiscal year between programs under section
