for the programs referred to in paragraph (1);

‘‘(B) identifies administrative and legisla-

tive actions that would improve the efficiency of

the application processes without diminishing

Federal oversight; and

‘‘(C) describes how the Secretary will im-
11
plement administrative actions identified under
12
subparagraph (B) that do not require an Act of
13
Congress.

.—The Secretary shall,

with respect to the programs referred to in

paragraph (1)—

‘‘(i) establish procedures for analyzing

and evaluating applications and for uti-

lizing the recommendations of the Council
21
on Credit and Finance;

‘‘(ii) establish procedures for address-
23
ing late-arriving applications, as applicable,
24
and communicating the Bureau’s decisions
