SEC. 1412. SAFETY FOR USERS.

The Secretary shall encourage each State to adopt

standards for the design of Federal surface transportation

projects that provide for the safe and adequate accommo-

dation (as determined by the State), in all phases of

project planning, development, and operation, of all users

of the surface transportation network, including motorized
12
and nonmotorized users.
