31, 2016, the Secretary shall modify the regulations

prescribed under subsections (a) and (c) to—

‘‘(A) exempt a covered individual from all
18
or a portion of a driving test if the covered indi-
19
vidual had experience in the armed forces or re-
20
serve components driving vehicles similar to a
21
commercial motor vehicle;
22
‘‘(B) ensure that a covered individual may
23
apply for an exemption under subparagraph (A)
24
during, at least, the 1-year period beginning on
25
the date on which such individual separates
