(1) be available for obligation in the same man-

ner as if those funds were apportioned under chap-

ter 1 of title 23, United States Code, except that the

Federal share of the cost of a project or activity car-
15
ried out using those funds shall be 80 percent, un-
16
less otherwise expressly provided by this Act (includ-
17
ing the amendments by this Act) or otherwise deter-
18
mined by the Secretary; and
19
(2) remain available until expended and not be
20
transferable, except as otherwise provided in this
21
Act.
