(B) for which obligation authority was pro-

vided in a previous fiscal year;

(3) shall determine the proportion that—
4
(A) the obligation authority provided by
5
subsection (a) for the fiscal year, less the aggre-
6
gate of amounts not distributed under para-
7
graphs (1) and (2) of this subsection; bears to
8
(B) the total of the sums authorized to be
9
appropriated for the Federal-aid highway and
10
highway safety construction programs (other
11
than sums authorized to be appropriated for
12
provisions of law described in paragraphs (1)
13
through (12) of subsection (b) and sums au-
14
thorized to be appropriated for section 119 of
15
title 23, United States Code, equal to the
16
amount referred to in subsection (b)(13) for the
17
fiscal year), less the aggregate of the amounts
18
not distributed under paragraphs (1) and (2) of
19
this subsection;
20
(4) shall distribute the obligation authority pro-
21
vided by subsection (a), less the aggregate amounts
22
not distributed under paragraphs (1) and (2), for
23
each of the programs (other than programs to which
24
paragraph (1) applies) that are allocated by the Sec-
25
retary under this Act and title 23, United States
