road buses, whether publicly or privately owned.’’;

(4) in subsection (d)—

(A) by striking ‘‘State agency’’ each place

it appears and inserting ‘‘public authority’’;

(B) in paragraph (1)—

(i) by redesignating subparagraphs

(D) and (E) as subparagraphs (E) and
16
(F), respectively; and

(ii) by inserting after subparagraph
