Act, the Secretary shall enter into an agreement with the

Transportation Research Board of the National Acad-

emies to conduct a study on the actions needed to upgrade
15
and restore the Dwight D. Eisenhower National System
16
of Interstate and Defense Highways to its role as a pre-
17
mier system that meets the growing and shifting demands
18
of the 21st century.
